He has published more than twenty-five articles and book chapters on urban and state politics and is the coauthor, with Robert M. Howard and Richard N. Engstrom, of Georgia’s Constitution and Government (Georgia).

RICHARD N. ENGSTROM is the associate director of the Institute for Governmental Service and Research at the University of Maryland. His research on national, state, and local government has appeared in Political Research Quarterly, Electoral Studies, and the Review of Policy Research.
