A new lens on development is changing the world of international aid. The overdue recognition that development in all sectors is an inherently political process is driving aid providers to try to learn how to think and act politically. Thomas Carothers is vice president for studies at the Carnegie Endowment for International Peace and director of Carnegie's Democracy and Rule of Law Program. A leading authority on international support for democracy and governance, he is the author of numerous critically acclaimed books and articles on the topic. Diane de Gramont, a Clarendon Scholar at Oxford University, UK was previously a researcher in the Democracy and Rule of Law Program at the Carnegie Endowment for International Peace.
