The Pig Industry Restructuring Scheme was announced on 30 March 2000 but there were delays in paying out any money. The reason has been the time taken to get European Commission approval for state aid. This was not a problem of the Commission, rather it was the fact that MAFF did not engage in preliminary negotiations before the package was announced and within the announcement made no reference to the steps which had to be taken before the scheme could be implemented. Nevertheless the scheme is welcomed.
