This book takes stock of these developments, evaluating how much progress has actually been made and what remains to be done, what factors explain these recent advances and their limitations.

ARNO BEHRENS Head of Energy and Research Fellow at the Unit for Energy and Climate Change of the Centre for European Policy Studies (CEPS). VICKI L. BIRCHDFIELD Associate Professor and Director of the European Union Center of Excellence in The Sam Nunn School of International Affairs at Georgia Tech. She received a DES from the Institut Universitaire de Hautes Etudes Internationales, University of Geneva, Switzerland and her Ph.D. in Political Science from the University of Georgia. JOHN S. DUFFIELD Professor of Political Science at Georgia State University in Atlanta. He is the author of Over a Barrel: The Costs of U.S. Foreign Oil Dependence (2008), World Power Forsaken: Political Culture, International Institutions, and German Security Policy After Unification (1998), and Power Rules: The Evolution of NATO's Conventional Force Posture (1995) as well as numerous other publications on international politics, institutions, and security, and he is co-editor of Balance Sheet: The Iraq War and U.S. National Security (2009). His current research focuses on the politics of energy security in the United States and other industrialized countries. CHRISTIAN EGENHOFER is Senior Fellow and Head of the Energy and Climate Change Programme at the Centre for European Policy Studies (CEPS). PER OVE EIKELAND is specialized in policy analysis and industrial strategic management, with emphasis in studies of environmental affairs, energy and innovation. He is Research Fellow with the European Studies Program at the Fridtjof Nansens Institute and head of the institute's Energy Studies Group. JONAS GRÄTZ Specializes in Russian and EU energy policies and strategies of energy companies. JØRGEN HENNINGSEN Has almost 20 years of experience working in the European Commission, first as the Director of DG Environment and from 2001 as the Principal Advisor of DG Energy and Transport. FRANCIS MCGOWAN Senior Lecturer in Politics, University of Sussex. SOPHIE MÉRITET Worked for two years in Houston, Texas, as energy economist at the French Consulate and lecturer at the University of Houston. Since 2002, she has been Associate Professor in Economics at the Université Paris-Dauphine and researcher at Centre de Géopolitique de l'Energie et des Matières Premières (CGEMP). MÅNS NILSSON Deputy Director at the Stockholm Environment Institute and Visiting Professor in Environmental Strategies Research at the Royal Institute of Technology (KTH) in Stockholm. KIRSTEN WESTPHAL Based at the Stiftung Wissenschaft und Politik, the German Institute for International and Security Affairs in Berlin. She is assigned for International Energy Relations and Global Energy Security. JØRGEN WETTESTAD Senior Research Fellow and Director of European Program at the Fridtjof Nansen Institute in Oslo, Norway. RICHARD YOUNGS Director of Research at FRIDE. He also lectures at the University of Warwick in the UK.
