Water scarcity is the most important problem Mongolian farmers are facing and the major hindrance in the improved crop production. This problem can be tackled by modernization of irrigation system and adoption of efficient water management techniques and practices. The modernization can be achieved by importing proper technology and access of farmers to these technologies which is locked in certain communities (big farmers) of farmers.
