Key issues of concern to Members included: the cost of issuing permits for works of roads; the need for cooperation and coordination when planning works on roads; the need for a notice period before works on roads commence; compensation for promoters in the event of emergency works; the impact of works on peak-time traffic flows; the impact of permit schemes on the extension of the gas and other utility networks; delegated powers of the Bill; the definition of the term 'film'; and the definition of special events.
