As countries recover from the coronavirus pandemic, they are confronted with an even more challenging debt crisis. Xavier Debrun argues in the foreword that in deciding where we go from here that there is no longer a consensus regarding the optimum design and enforcement of fiscal rules. Rather we must address a series of questions and challenges to the conventional wisdom. Barry W. Poulson is emeritus professor of economics at the University of Colorado. John Merrifield is emeritus professor of economics at University of Texas at San Antonio and associate editor of the Nonpartisan Education Review. Steve H. Hanke is professor of applied economics at Johns Hopkins University and founder and co-director of The Johns Hopkins Institute for Applied Economics, Global Health, and the Study of Business Enterprise.
