The author demonstrates how the world is neither one of anarchy, as put forward by realists, nor is it a fully cosmopolitan order, as argued by those on the other side of the theoretical spectrum. ROBERT JACKSON is Professor of Political Science at Boston University, USA. He is the Author/Editor of nine books including The Global Covenant: Human Conduct in a World of States (Oxford, 2003), Quasi-States: Sovereignty, International Relations and the Third World (Cambridge, 1991), and Co-author of Introduction to International Relations (Oxford, 2003).
