Simon Marginson is Professor of Higher Education at the University of Oxford, UK, and Director of the ESRC/RE Centre for Global Higher Education at the University of Oxford, UK. N. V. Varghese is Vice Chancellor of the National Institute of Educational Planning and Administration (NIEPA), India.
