Let's get into the minds of young Korean public officials.

Everyone knows the phenomenon of the rich and the poor due to wealth inequality, which is a problem of capitalism that is taught in social studies subjects from elementary school, and  as a result, Germany, among the Germans, British, and French countries in Western Europe, which ranks high in the country's economic power,  adopted revisionist capitalism in the 1970s. Revisionist capitalism in Germany is also called a "social market economy" and refers to the active intervention of the government for the welfare of the people while ensuring free competition in the market. The government shall create a fair environment of competition and implement policies to protect the socially disadvantaged.

On the other hand, capitalism in South Korea is based on the principle of a free market economy, and government intervention should be minimized. However, when an economic crisis or social problem occurs, I think it is necessary for the government to intervene temporarily to solve the problem.

In conclusion, German revisionist capitalism and South Korean capitalism have different philosophies and principles, but they both have in common the pursuit of people's welfare and economic growth. However, since the 21st century, there has been an argument that Germany should move from revisionist capitalism to neo-capitalism, which requires a  reduction in government intervention and a return to a concept closer to the free market.

Revisionist capitalism was possible in Germany because it was a developed country with the fourth largest GDP. Of course, Germany is also a war criminal country, and after losing World War II, it suffered from national reparations and its economy suffered hyperinflation, and it became a developed country by profiting from the euro and marks (a beneficiary country of the European Union) from exports, but there is a big difference between the economic power of Germany and the Republic of Korea.

Typical indicators of economic strength include GDP (gross domestic product), GDP per capita, economic growth rate, and exports.

As of 2023, Germany's GDP is about $4,722.1 billion, ranking fourth in the world, while South Korea's GDP is about $1,701.4 billion, ranking 10th in the world. GDP per capita As of 2023, Germany's GDP per capita is about $45,800, ranking 24th in the world, while South Korea's GDP per capita is about $32,300, ranking 29th in the world. Germany's economic growth rate in 2024 is expected to be 0.2 percent, while South Korea's is expected to grow by 2.5 percent. Exports As of 2023, Germany's exports are about $1.74 trillion, ranking third in the world, while South Korea's exports are about $690 billion, ranking eighth in the world.

Have you ever heard the exaggerated statement that 'even the homeless wear luxury clothes in Germany'? European countries that were less fortunate than Germany emigrated to Germany for German citizenship and permanent residency, and the German government imposed strict immigration restrictions like the United States. As such, they tried to solve the problem of the rich and poor by massively organizing a welfare budget through government intervention, but the reason why they called for a return to the neo-capitalist system  was because they went against human instinct.The vested class (the upper class) is positioned as the upper class of society, and they do their best to protect their assets, so even if those at the bottom of the wealthy class enjoy welfare benefits due to the intervention of the state and the government, the vested interests are bound to win in the end.

Before talking about the ninth-grade civil servants, Benz Ta mentioned the German revisionist capitalist system and the neo-capitalist system, which are different from those of the Republic of Korea, in order to show that the circumstances of each new employee who passed the civil service examination are different. Some people need money right away to make ends meet, while others have wealthy parents who just go to work. In other words, this is also a place where the phenomenon of rich and poor due to wealth inequality is greatly affected.

Q: Then, what kind of environment is suitable for a civil service workplace?

A: Paradoxically, golden spoons are the most suitable for civil servants.

It's a heartbreaking story, but MZ believes that his life is determined by his parents' background, his abilities, and the umbilical cord that he is the best of the strings, according to the theory that the cutlery class theory was born and dominated the media. According to the cutlery class theory shown by the media, there are more new level 9 civil servants who meet the criteria for gold spoons than you might think. Of course, the standard of the golden spoon shown in the media is about the top 3% according to the class of the wealth of the Republic of Korea. As of 2023, it is estimated that the top 1% of households have a net worth of more than 2.9 billion, and even if the difference in assets from 1% ~ 0.1% is staggering, it means that there are quite a few public servants in the top 3% (net worth of 2 billion). Even if you go to the underground parking lot of the city hall, it seems that there are more foreign cars than domestic cars, such as Mercedes, Audi, Volkswagen, and BMW, that are ridden by new graduates of the ninth grade. Nowadays, they drive foreign cars without their bosses noticing, so I was able to get to know their wealth even more. However, I don't think there is a true gold spoon because the standards of gold spoons that I think of and the gold spoons that the media talk about are different. By my standards, many people with golden spoons are not able to design their lives however they want. They have no choice of profession because they have to take over the family business from birth, and they have to go to a prescribed school (study abroad) even in the process of growing up. There are not 100% of these people in the civil service organization. And to be honest, if you are a family with a net worth of 3 billion, I don't think the lifestyle and radius of life are much different. I think that from a net worth of more than 5 billion, they live a little differently than ordinary people.

I diverted for a moment, but as I said earlier, the standard of living due to the inequality of wealth divided according to the ability of the parents is enormous. Of course, it may be inaccurate because the sample is judged only by the metropolitan city where I have worked for 8 years,  but it is true that there are more 9th-grade gold spoons than I thought.

So why are civil service gold spoons more suitable?

If you come to this organizational culture, there is a high probability that you will not be able to live a good life after marriage unless your parents' financial resources support you. Most of the civil servants with a silver spoon or above have a house and cash on their parents when they get married, so there is a gap between them and the civil servants below the same spoon who start with a loan. According to current interest rates, even if you are a double earner, you will not be able to pay off your loans until you are 55 years old, so wealth inequality accelerates from the beginning. So, according to the theory of the cutlery class, unless you are a gold spoon, even if you realistically earn a double income, you think that your salary is not enough to take out a house loan and raise a child. Nevertheless, the high marriage and birth rate of the civil service group means that there are quite a few civil servants who are more than a silver spoon supported by their parents' financial resources. In the first place, the reason why they take the civil service exam is because they grew up in such an environment, so when choosing a job, money is not the top priority, but children who do not have survival instincts such as the desire to belong, the desire for self-actualization, and the pride of passing the civil service exam are more prepared. (If you don't believe me, take a look at the report that examined the financial resources of the parents of the children who pass Seoul National University or KAIST.)

Therefore, the families of children who become civil servants are higher than expected. And in the remaining proportion of new 9th graders, the children of team leaders and section chiefs who served as civil servants also have a fairly high rate of becoming civil servants, so it can be said that they were relatively poorer than them. Usually, if the parents are civil servants, there is a high probability that their children will also become civil servants, and it is true that if their parents have a business, there is a high probability that they will inherit the family business.

However, many of the golden spoons in the media wanted to leave the company.
