This Circular contains guidance to local planning authorities in England on the changes to the planning system caused by the implementation of the Planning and Compulsory Purchase Act 2004, part 7, chapter 1, and associated subordinate legislation. These changes mean that from 07.06.2006, the Planning Acts as amended (the Town and Country Planning Act 1990, the Planning (Listed Buildings and Conservation Areas) Act 1990 and the Planning (Hazardous Substances) Act 1990) will apply to the Crown subject to certain exceptions. There are some special arrangements, mainly concerned with national security and defence, urgency and enforcement, together with new permitted development rights and use classes.
