Andrew E. Shipley has more than 30 years of experience practicing law as both in-house and outside counsel. He is a Chambers and Legal 500 ranked Government Contracts lawyer and was named a Law360 MVP for Government Contracts. He also won the prestigious Burton Award for Distinguished Legal Writing for “Remove Your Case to Federal Court: Lesser Known Options,” an article that appeared in the American Bar Association (ABA) Litigation Journal and focused on procedural issues unique to government contractors. Andrew served for several years on the ABA’s Federal Practice Task Force, working on initiatives designed to improve the practice of law in federal courts across the country, as well as on the board of directors for the DC Chapter of the American Corporate Counsel Association, where he co-founded and served as the initial chair of its Litigation Forum. Andrew supports diverse clients in government contract disputes and litigation, including government enforcement actions, investigations, federal court litigation, board of contract appeals litigation, bid protests, and other contested proceedings. He advises on issues arising in the pursuit or performance of government contracts and has handled an extensive assortment of significant matters for a wide array of companies doing business with the government. He has litigated in state and federal courts across the country and before various government boards of appeal and administrative agencies, including GAO, the Court of Federal Claims, the ASBCA, and ODRA. Andrew also managed an in-house litigation/ bid protest group for a FORTUNE 100 multinational government contractor. Daniel E. Chudd is Corporate Counsel with Northrop Grumman Mission Systems, where he counsels on a variety of government contracts matters. Prior to his work with Northrop Grumman, Dan was a partner with Morrison & Foerster in its government contracts group with a focus on government contracts litigation and protest counseling. Dan’s interest in government contracts was sparked during his clerkship with Judge Mary Ellen Coster Williams of the U.S. Court of Federal Claims. That experience, combined with his in-depth industry knowledge, makes Dan an effective advocate and counselor on the myriad issues his business partners face.
