The National Environmental Policy Act (NEPA), enacted in 1970, requires federal agencies to analyze the environmental effects of all proposed major Federal actions significantly affecting the quality of the human environment. Because the law is so broadly written and has wide application, it is impossible to understand how to comply with NEPA merely by reading the statute. VALERIE M. FOGLEMAN is an Associate with the law firm of Gary, Thomasson, Hall & Marks Professional Corporation in Corpus Christi, Texas, where she specializes in environmental law. Previously, she was Visiting Instructor at the University of Illinois College of Law and Natural Resources Law Fellow at the Northwestern School of Law at Lewis and Clark College. She is the author of numerous articles on environmental law.
