A summary of the Proceedings of the First International Conference of UPoN, held in Hungary in 1996, which discussed the subject of noise and random fluctuations.
Much has been learned about the subject of noise and random fluctuations over the last 170 years (some old milestones: Brownian motion, 1826; Einstein's diffusion theory, 1905; Johnson-Nyquist thermal noise, 1926), but much remains to be known. This volume will be interesting reading for physicists, engineers, mathematicians, biologists and PhD students. The invited papers in the volume survey classical unsolved problems while the regular papers present new problems and paradoxes.

Part 1 Fundamental problems of random processes: a brief history of random processes, M.F. Shlesinger; the Fokker-Planck boundary layer, recurrence times and Wang and Uhlenbeck's unsolved problems, Ch.R. Doering. Part 2 Low-frequency conductance noises: electrical noise in semiconductors - the role of phonons, B.K. Jones; some unsolved problems in 1/f conductance noise, M.B. Weissman; defects and the delta-n-deltamu controversy, F.N. Hooge. Part 3 Thermal noise, fluctuation-dissipation: quantum vacuum fluctuations, zero point energy and the question of observation noise, D. Abbott et al; quantum noise in transport resistive systems - is it detectable?, L. Reggiani et al. Part 4 Noise in magnetic materials: Gijs - noise and the magnetic domain structure in Ni-Fe thin films, J. Briaire et al; problems in the comprehension of the Barkhausen noise, G. Durin and G. Berlotti. Part 5 Problems at simulating noise processes: is the impedance field approach valid for noise description in transport quantum systems?, P. Shiktorov et al; is current-noise operation more physical than voltage one?, L. Varani et al. Part 6 Problems of noise in devices: diffusion coefficient to characterize local noise sources in submicron devices, is it the good magnitude?, T. Gonzalez et al; are noise sources associated to base and collector currents in A/GaAs/GaAs heterojunction bipolar transistors correlated?, S. Jarrix et al. Part 7 Noise in nonlinear dynamical systems: some unresolved problems on the level crossing of random processes, T. Munakata; stochastic resonance at phase noise, K. Loerincz et al. Part 8 Noise in biological systems: the status of 1/f noise research in biological systems - empirical picture and theories, S. Bezrukov; storage capacity of associative memories with nonmonotonic neutrons, I. Opris. Part 9 Noise in high-Tc superconductors: random telegraph voltages in high-Tc superconducting films, G. Jung et al; flicker noise and fractal structure near the percolation threshold for YBa2Cu3O7 epitaxial films, A. Bobyl et al. Part 10 1/f noise and lattice dynamics: dynamics of spatial-temporal 1/f noise mechanism in charge density waves, I. Bloom; simulation of phonon-number fluctuations and 1/f noise, N. Fuchikami and S. Idhioka. Part 11 The peculiar dynamics of 1/f noise: invariance of 1/f spectrum of Gaussian noises against amplitude-saturation nonlinearity, Z. Gingl and L.B. Kiss. (Part contents).
