The West, concerned about the safety of these reactors, wants them shut down, but the host nations refuse, arguing that the electricity the reactors supply is much too important to their economies. This report defines policy options and prescribes procedures for implementing those options for the acceptable resolution of the nuclear-power safety issues facing the former Soviet Union.
