This book collects the papers presented at the 7th International Conference on Risk Analysis and Crisis Response (RACR-2019) held in Athens, Greece, on October 15-19, 2019. The overall theme of the seventh international conference on risk analysis and crisis response is Risk Analysis Based on Data and Crisis Response Beyond Knowledge, highlighting science and technology to improve risk analysis capabilities and to optimize crisis response strategy.

This book contains primarily research articles of risk issues. Underlying topics include natural hazards and major (chemical) accidents prevention, disaster risk reduction and society resilience, information and communication technologies safety and cybersecurity, modern trends in crisis management, energy and resources security, critical infrastructure, nanotechnology safety and others. All topics include aspects of multidisciplinarity and complexity of safety in education and research. The book should be valuable to professors, engineers, officials, businessmen and graduate students in risk analysis and risk management.

Chongfu Huang, President of Society for Risk Analysis - China, is a full professor at Beijing Normal University. He received his Ph.D. in Applied Mathematics from Beijing Normal University in 1993. As an advisor, he served for the Beijing Municipal Emergency Management Office to assess risks during the 2008 Beijing Olympic Games. His significant contributions to science involve the discovery of the principle of information diffusion shown in "Towards Efficient Fuzzy Information Processing" published by Springer in 2002. His significant contribution to society are that he established the Risk Analysis Council of China Association for Disaster Prevention in 2004, which is the unique academic organization authorized by the Chinese government for studying all risk issues. His current research interests include internet of intelligences in risk analysis for online services, intelligent mathematics and natural disasters. As Mercator Professor, he worked at the University of Dortmund, Germany, during August 2000 - August 2001. In recognition of the major national and international contributions he has made to the discipline of risk analysis, the Society for Risk Analysis awarded him the 2014 Fellow Award. Dr Zoe S. Nivolianitou works as a senior researcher in the National Centre for Scientific Research "DEMOKRITOS" (NCSRD) in Athens, Greece. She is a Greek chartered Chemical engineer (1983-87, PhD and Diploma in Chemical Engineering from the National Technical University in Athens, Greece) with further consolidated knowledge on the Risk and Safety Analysis of Chemical Plants with an over 30 year experience in the area of industrial safety. As a grantee of the European Commission, she spent four years at the JRC-ISPRA, Italy (1983-87). Her main research domains comprise Risk Analysis; Safety Auditing in the process Industry; Decision Making in Land Use Planning around chemical sites; Decision Support in Environmental Impact Analysis; and Human Factor analysis. Being among the principal investigators in several EC funded R&D projects (co-ordinator for DEMOKRITOS in five of them), she has also served in several international bodies (like the NATO and the EC) offering expertise in the above areas together with her consultancy to the Greek government in the evaluation of the ‘SEVESO" reports. She has published more than 70 scientific publications and technical reports and has co-authored four books. Dr Nivolianitou is a member (through her Institute) at SRA-Europe and ESRA.
