In an age of virtual communication, globalisation and technological advance, does the issue of where we build, or not build, really matter? Described as a code that is to the city what an operating system is to the computer, the evolution of the planning system is a story that can be traced from antiquity, through the industrial revolution to the present day crisis in the welfare state. Its carries assumptions and implications for capitalism, human rights, land values, sustainability, social cohesion, disaster and even military campaigns. Its shortcomings, tensions and contradictions address both strange and familiar issues; from the wasted space embodied in costly new skyscraper proposals to the eviction of residents, lack of affordable housing and problems of highway congestion. In arguing that where we build does matter the author examines two key matters. First, whether the town planning system is still working for the good of the country or if it needs a re-boot? Second, when there are such similar urban issues experienced the world over, why is it so difficult to get agreement as on how to address them?

Hamish Barrell is an experienced town planner and a contributing author to the International Manual of Planning Practice 2015. Having spent time working in the UK, NZ and USA in both the public and private sectors and having lived in both suburbia and an inner city apartment block overlooking multi-storied offices, he is uniquely placed to offer insights into the inner workings of the system that influences our cities. Professional highlights include such diverse cases as student housing, office parking, corporate signage, highway re-alignments, port, airports, mining operations to radioactive waste storage proposals.
