While essentially focusing on the development of the principle, the discussion also includes a normative assessment of current policy and practice, and appraises European efforts in the light of international goals.

Professor Matthew Humphreys, MBE, is Head of the School of Law, Royal Holloway, University of London. He is also a Professor at the University of Notre Dame, USA.
