The purpose of this report is to provide further guidance on the application of radiation protection principles in the planning of intervention for protection of the public in the event of accidents. The report is intended primarily for the use of those responsible for planning actions to be taken at major installations where there is the potential for releases of such a magnitude that off-site emergency plans are required. The basic principles have been developed with regard to accidents occuring at nuclear power plants, but they are equally applicable to other nuclear installations.
