Neuroplasticity is the ability of neural networks in the brain to change through growth and reorganization. It is when the brain is rewired to function in some way that differs from how it previously functioned.

Joyce Shaffer serves as an expert on psychiatric and medical matters for court systems. She earned her doctorate in psychology and second master's degree in psychology from Hofstra University in New York; a bachelor's degree and first master's degree in psychology from and Towson State University in Baltimore, Maryland; and completed nurses’ training at Thomas Jefferson School of Nursing in Philadelphia, Pennsylvania.
