Jack Stark is Assistant Chief Counsel in the Legislative Reference Bureau for the State of Wisconsin. He is the author of numerous books, monographs and articles, among which is The Uniformity Clause of the Wisconsin Constitution (Marquette Law Review). Steve Miller has served state legislatures for 35 years. He was chief of the Wisconsin Legislative Reference Bureau, an agency whose staff drafts all bills and resolutions for the legislature, revises the Wisconsin statutes, maintains the legislative library, and researches legislative issues. Miller also served as general counsel to the Mississippi legislature's audit committee ("PEER Committee") and managed the Mississippi redistricting office, and worked as a legislative drafter. He has written about administrative law, redistricting, and program evaluation. He is a graduate of Ball State University and holds both a master's degree in business administration and a law degree from the University of Mississippi. Miller is a former staff chair of the National Conference of State Legislatures.
