A dissertation on the cultural policy of the elected officials of the new municipality with regard to the youth of the city of Grenoble, analyzed through the prism of the concepts of culture, youth and politics. By the size of the interviewed sample (a number subject to the constraint of the time of realization of our study and of the means to reach an absolute value much more extensible on the local territory), by the originality of the method combining the qualitative of five accounts of collections and the contents of the treated speeches, the results of this research impose the idea of a definition of the cultural policy which does not escape the person who is in charge of this mission. Favouring an aspectual anthropology of MEANING rather than a categorical one, and thus considering successively a culture, a youth and a policy, the author builds, from a complex field, the feasibility of the concept of cultural policy as a tool for the analysis of the internal dynamics of political discourse, which is considered as a social practice of construction and management of local power of culture.
