It is not easy to keep the population safe in a country that is one of the most densely populated in the world, is a hub of international transport over land and water, as well as through the air, and about one third of which lies under sea level. Third-party risk policies developed gradually in the Netherlands, but became acute in the latter part of the 20th century with the growth of various industries' use and production of hazardous materials.
