The Authors: David A. Schultz teaches Political Science at the University of Wisconsin, River Falls and is President of Common Cause Minnesota. Previously, he worked as a public administrator in New York State and has taught at Trinity University, Gustavus Adolphus College, and the University of Minnesota. His writings have appeared in the Handbook of Bureaucracy, The Journal of Law and Politics, Suffolk Law Review, Journal of Employee Ownership Law and Finance, Nichols on Eminent Domain, and in numerous other law reviews. He is also the author and editor of several books, including Leveraging the Law: Using the Law to Achieve social Change (1998), The Jurisprudential Vision of Justice Antonin Scalia (1996), Law and Politics: Unanswered questions (1994), Property, Power, and American Democracy (1992), and A Short History of the United States Civil Service (1991). Robert Maranto is a senior faculty member at the Federal Executive Institute in Charlottesville, Virginia, a part of the United States Office of Personnel Management. He has taught at a number of colleges and universities, including James Madison University and the University of Pennsylvania. He earned a B.S. from the University of Maryland (1980) and a Ph.D. in Political Science from the University of Minnesota (1989). He has written Politics and Bureaucracy in the Modern Presidency: Careerists and Appointees in the Reagan Administration (1993), as well as more than a dozen scholarly articles and reviews for such journals as the American Journal of Political Science, Administration and Society, and Presidential Studies Quarterly. His op-eds have been carried by the Philadelphia Inquirer, the Baltimore Sun, and Knight-Ridder News Service. He is currently researching such topics as reinventing government, and public school and choice. He lives with his wife, April Gresham, in Charlottesville and can be reached at RAMARANTªOPM.GOV.
